Getting non-believers to speak out is difficult as it is often required in response to religionist activities like faith schools, child genital mutilation or ritual sacrifice of animals. Most non-believers do not wish to be perceived as "attacking religion".

In many African democracies, however dysfunctional, there are often atheist or humanist groups...

Google searches of countries like Sierra Leone often don't indicate any organisations that challenge religious beliefs.
