There are signs of less oppression of non-believers if not of less prejudice:

Though it is still anecdotal, there is evidence of growing atheism in this oil country. Not so long ago revealing to anyone you are an atheist was very dangerous. There was the possibility of government arrest. Also one assumed whoever you were talking to was a follower of the faith and would be offended. According to the link both of those inhibitions are much less common today...

This should be seen in the context of social and economic reforms (as well as rivalry with Iran)...
